If it is an FHA report and the new lender finds deficiencies, they must order a new report.
 
The new lender knows better. Don't let him fool you in disclosing more information on the appraisal.

No.

It's NOT a new assignment unless they send you an engagement letter or appraisal request on the property, as of now, you have ZERO obligation to them and I would cease any communication with them, unless they send you an appraisal order for the property.
 
Very simple.

They can do whatever they want with your report.

You CANNOT discuss, advise, make changes or anything since they are NOT the intended user.
They are not the client. Don't get in that crossfire. New assignment is fine. The OP was on target and wanted support.
 
F/F allows lenders to transfer the report. USPAP does not allow you to discussed the transfered report with new lender. There is a FAQ on this.
