Interior painted with graffiti

I am appraising a home that has graffiti painted throughout. The home is a bank owned forclosure resale and is being purchased in "AS-IS" condition.
There were no structural or health and safety conditions noted, just the graffiti.

I am reporting the graffiti in the report, with photos and estimated costs to paint the entire interior and cabinetry that was spray painted as required.

Am I to require that the interior be painted for FHA/HUD prior to closing?
 
If it isn't health or safety and it meets MPR, then no conditon.

Just note it in the report.

No. The DE underwriter will condition for it if they want the item curred.
