Is Painted Concrete An Acceptable Floor Finish?

Is a painted concrete floor inside the home considered a "finished" floor? Or, does this need to be pointed out as an unfinished room and in need of flooring?
 
I have seen some newer (more expensive) homes having painted (or tinted) stamped concrete floors in some living areas (rec rooms, pool rooms, etc.). We considered them to be finished as long as the rest of the room was finished. Disclosure will always keep you out of trouble. We have also seen basements where the walls and ceilings were all finished and they painted the floor. This was a judgement call and I think we called it 95% finished.

Depends. What does it look like?

Is it floor heating? Is this a special paint? Is this the latest trend? There have been other posts of this type.

The good thing about this, is that when this fad is over, it won't be a problem to add carpet, tile, etc.
 
It's one of the new rages in new construction. Some are colored and stamped... which can cost more than a good quality tile or hardwood. :shrug: Done nicely, I consider it a finished floor as the buyers in the market like it. But if it's a crummy job or looks like a warehouse floor, I'd hit it $$$ a little. It all depends on how your market sees things.
 
Concrete Kitchen counter tops are very Vogue. I imagine that finished concrete fllors might be the same.

One way to look at this is by the price point of the subject. I hardly doubt unsual surface finishes or flooring would be popular in starter homes or mid range homes. This sounds like a High End feature ONLY!
 
Hey, thank you all for your input. I was wondering if anyone had heard of special definitions for "finishes" for flooring either from FNMA, county or state levels. I did discover that the county will approve painted concrete flooring for commercial kitchens for their easy cleanable surface as long as the concrete is sealed and no longer porous. This requires specialized concrete paint, not standard wall paint of course. Anyway, thanks again for your input.
 
I recently did a home inspection for a resale of a loft condo with concrete flooring. Buyer considered it a "feature." ;)
 
FWIW, professionally stained concrete can start at $3.50 per foot and run up to over $7 per foot. Compare this to wood or carpet. :blink:
 
The county where I live accepts a painted floor as a finished floor (literally, painted - not dyed, scored, or stamped - just painted). So, because of that I also count painted floors as finished floors. I wouldn't give it any more value than a basic, low-cost type of flooring though. I disclose it as "painted concrete" and have never run into a problem...so far...

Of course, in the southwest dyed/stamped/scored concrete flooring (unlike "painted" flooring) is very vogue and is definitely considered finished, an upgrade even, like ceramic tile or wood flooring.
 
My house had a laundry/utility room with a painted floor. IN MY MARKET that room was considered unfinished.
