Is Painted Concrete An Acceptable Floor Finish?

Its a local market question.

But, IMO it is a finished floor. It just may be an inferior finish to the comparable sales.
 
I saw one about 6 months ago where the artistically inclined homeowner had spattered the floor with red, white and black drops of paint and then sealed it with some sort of high gloss. It was kind of weird but also kind of interesting. Looked like a faux terrazo or something.

How about OSB flooring, take a router, use router to carve "grout lines" for 2 x 2 square in OSB. Stain OSB one color and grout lines another. Then tell appraiser how much that adds to the value of the house.

ps, you could still see the clips between the sheets of OSB.

It might be a "local market thing" but if we claim to adhere to the standard, we ought to adhere to the standard. AFTER we adhere to the standard we can do the "Yes, but.........." thing and explain why we think the attribute ought to be treated a particular way.
 
Appraised a house in Palm Desert, CA last year, that had exposed, stained concrete in all rooms. I showed it in the photos. Lender wanted homeowner to install flooring before loan would be made. I got a letter from homeowner that she really did not want carpet and preferred the exposed, stained concrete, stating that it made the house cooler in the hot summers (saving electricity) and was also better for easy cleaning (she had a couple of pets).

Lender finally went along with it and funded the loan. This was a refi. House value was around $175,000 as I recall.
 
Saw years ago a black concrete that was scored in large blocks...looked like slate but cost a fraction of it..still not cheap. Locally we have a thin mix I see frequently that is a roughened concrete with a thin colored concrete with fine fiberglas mopped into swirls like you see on sheetrock ceilings. We are also home to the source of an industrial floor that is resin and sand mix - comes in lots of colors and people use it in bathrooms and utility areas in addition to shops and commercial buildings..non-slip surface. Originally brothers of the guy who came up with it started the company. The originator developed it for his dairy barn to keep cows from falling on wet floors. Called TUFCO floors, franchised all over the U. S.
 
Just got back from looking at a house. One room at the lower level was about 24 x 12. Thought is was an old red-brick floor. But then I ran my hand across it and found that it was a brick pattern painted on the entire surface. Very realistic. What's wrong with people? :D
