Is reviewing appraisals in another state illegal?

It isn't yet (the automatic), but that is what we are moving toward.
The standardization of licensing requirements and the standardization of the enforcement matrix are part of the steps designed to get us to national reciprocity.

So, if national reciprocity becomes reality, I suppose that means that one would be able to provide appraisal related services anywhere without concerns over protectionist grandstanding.

In theory, I'd say yes, with the given that the appraiser has sufficient competency for the assignment.
 
Or discloses the lack of competency deemed necessary given the scope of work prior to acceptance of the assignment and gains sufficient competency during the course of the assignment.

Yes; competency pre-existing or competency newly-gained. Bottom line: Competent to do the assignment and then competently completing the assignment.
