General Schedule Pay Rates

  • The General Schedule (GS) is a worldwide pay system that covers more than 1.5 million employees.

  • The GS pay schedule has 15 grades and 10 steps in each grade covering more than 400 occupations. Pay varies by geographic location.

  • The law requires a two-part GS pay adjustment in January each year with pay adjustments based on surveys conducted by the U.S. Bureau of Labor Statistics (BLS).

  • Based on legal requirements, BLS conducts locality pay surveys in 47 separate geographic areas, with survey data representing non-Federal salaries (including State and local) at distinct levels of work.

  • Since a distinct work-level to work-level pay comparison is required, beginning pay rates for GS jobs must be compared to beginning pay rates for non-Federal jobs at the same level of work, etc.

  • In the locality pay program, Federal pay is compared to non-Federal pay for the same levels of work. The results of such pay comparisons can be found in annual recommendations of the Federal Salary Council and in annual reports of the President’s Pay Agent.

Your question is idiotic on so many levels...there are a whole bunch of reasons is different, the main one being the General Schedule (GS) is mandated by federal law because of statute passed by Congress in 1949 (well after the 3 major federal anti-trust laws that are still in force today)

Everything I read in the Federal Register, starts with the authority to do, whatever is proposed to be doing.

Authority of the state board to enforce AppraisER Independence, does not end with DF or TILA, but actually ends with the AMC Final Rule, as issued by the Fed Board.

A little reading of the AMC Final Rule, as published in the Federal Register, refutes claims posted in the Working RE article.

And WHY do you care what fee an independent appraiser receives? You've stated numerous times that there is no correlation with fees paid and "quality", so what's your response?

"Quality" meaning it meets the minimum threshold for acceptance, which will change when another downturn occurs
 
Time. Some dichotomies are weird. I see it every day and filter through it.

It takes time.

I can't fix stupid or greed. i curb some sins but not intentionally. I just read the market and the longer you let me do that, the better I am.

The seven deadly sins are noted as envy, gluttony, greed, lust, pride, sloth, wrath.

TimD is not an independent fee appraiser anymore.
 
No. It is hard to do on this forum but you have to consider motivations just like in appraisals. The profession is so diverse like real estate.
