I read somewhere that SF in on an alluvial plain. On reason the SF eathquake was so bad is that stuff turns to soup in an earthquake. So, like TS said, they didn't go down far enough.
The tower sinking had been in the news many years ago. I haven't kept up if the remediated work stopped the sinking.
When new, the wealthy including 49ers Joe Montana bought one.
When the sinking became apparent, the condo values dropped and many lawsuits.
The city planners/building dept was criticized for approving the project but the construction was above the knowledge of the city workers.
Last I heard, engineers proposed repair work in stopping the tilting.
Since then, the Millenium tower hasn't been in the news. I still wouldn't buy a condo there.
