Manufactured Home missing HUD tag and Data plate - FHA

Did you think that completing an appraisal is about filling out the form? About putting someting in every space on the form? You do as the Client suggested. You report that the tags are missing. You can do that anywhere in the report that makes sense to you.
Completed one last month with the same scenario. For FHA. Noted what I saw and did not see. No push back, no revisions. No problem. If your report is credible, let the client tell you what else they require and proceed from there.

I have done them "subject to" the IBTS HUD certification information I'm missing and them close when when the seller/owner "found,it". Sometimes, they are "de-titled" through State/County Clerk even though they were installed on permanent foundation too. But they usually provide a copy for my file later.

Why would you make it subject to? The missing tags and data plate are an underwriter issue and not an appraisal issue?

Because VA wants the manufactured Home Form filled out. It did have 1 of the HUD labels. And I want a copy of the HUD letter for my file, since it is "subject to" HUD compliance even on VA appraisals
 
I've done several VA appraisals where there were no tags or data plate. I've never gotten any push back from the lender or the VA.

I think the HUD tags and plates certify a certain quality and standard of build, as well as certifies that the structure meets wind, roof load, etc.

It depends on how the assessor of the county classifies manufactured housing. You are near Knoxville. I work in rural counties outside of Nashville. We have an affidavit of affixation when they are installed on permanent foundation, so generally I can get the numbers off that at the Register's Office. Many of the smaller counties don't have their own code enforcement, so they rely on the TCA rules (for manufactured housing that is real estate). I've only had a couple where everything was missing, on total renovations, and the lender wanted the HUD certificate on those. A refinance, I can see where maybe the owner has that information and can get it to the lender if they need it. I wouldn't buy one myself with no HUD tags or Certication for an investment property, because it'd be difficult to sell without having the information. Kind of like I wouldn't buy a property without a home inspection. How do you even describe it without the year manufactured, plant it was built in, model/trade/serial #? Here in tornado alley, the wind resistance would be important and like someone else said the roof load for snow, etc. The lender sometimes tells me ahead of time to hold off until they get the IBTS Certificate back because they have been informed by the home inspector it is missing as well. But, as always, YMMV.

That pushes it back to the lender to obtain the manufactured home information instead of the appraiser. If we can't get it through normal course of business, then it is their problem to solve.
