Model home 2 years old sold as never occupied

People walking through is a big difference than “lived in”.

Correct, because people more than likely aren't taking showers or baths or cooking full meals in the kitchen.
 
They should modify the definition to say, "Never occupied or never used." That would take care of the builder using a house as a model home and/or sales office.

However, they can expand these definitions and include more examples, and still some will find a way to protest them or not apply common sense.
