Need Help with a comment

I did an FHA appraisal and there were some hand rail issues. I called for hand rails to be installed at the front and rear entrances. The work was done and I did a 442 with pics.

Now the processor wants me to state that the subject meets HUD standards. I don't want to make that comment. I have done a good report, and have disclosed what ever was evident to me during the inspection.

I don't like to make such a sweeping statement. Obviously there could be concealed issues.

Am I being too stubborn?

I don't think you are too stubborn. It's just a matter of your report not being in compliance with the scope of work for an FHA appraisal.

The appraiser must make a statement that the property meets MPR (minimum property requirements) or that it will once any required repairs or inspections are completed.

It's in the book (well the handbook and the appendix).

And if you used a Freddie 442 then you should revise your report and use the CIR when sending the report back with the MPR statement.
 
I think you are required to make such a statement on every FHA appraisal. In your opinion it either makes the standard or it does not. This is one reason why many appraisers avoid FHA work.

That is a requirement when doing an FHA appraisal. Also, you used the wrong form for the final. You still have tio use the very out dated Compliane Inspection Report HUD 92051 (7/87).

HUD Handbook 4150.2, Chapter 4-2

o The appraiser must indicate if the property conforms to
applicable Minimum HUD/VA Property Requirements detailed in
Chapter 3.
 
This is slightly off topic but according to ML 2005-48 missing handrails are no longer a required, automatic, repair for existing properties.

If more than 30 inches, 3 steps or more, I'd require one too.
