I think the issue would be completing residential reports in Pennsylvania by an out of state 'licensed' appraiser.

We do not offer a 'licensed' status.

I ATTEST THAT I HAVE READ, UNDERSTAND AND WILL ABIDE BY ALL APPRAISER LAWS AND RULES AND REGULATIONS IN EFFECT IN THE COMMONWEALTH OF PENNSYLVANIA.

I do understand if you are a General or Residential but, IMO, do not believe a Licensed Appraiser could practice in PA coming from another state.

An excellent point, my friend. I thought that you were referring to temporary practice permits. My apologies for the misinterpretation.
