In our area, Cost almost always equals Value on a new construction. Else the builder would not be able to stay in business among other things.

Here's how I handle "allowances." I ASSUME
I have never had anybody grip or question it. When doing the Final Inspection for the Certificate of Completion, I will usually note the upgrades that were over and bove the assumptions and how this makes the subject superior to the assumptions in the basic report. That's when I get to comment on the granite countertops and full tile baths they forgot to tell me about and the $35,000 kitchen appliances.
