New construction on existing foundation

The previous dwelling on the site caught fire. They used the existing foundation and rebuilt dwelling completely. Should I still classify this as a new construction even though it is built on existing foundation. Or is there something I am missing?
 
Happens here a lot; however, because of market, not a fire.
All but the foundation is "new". That said the foundation would need to conform to CODE, permitting, etc. Right?!
VIA the UAD definitions: C1 is for "new total construction" NOT ever occupied & NOT use of an existing or rehabbed foundation.
Answer: C2 READ the definition. Comments would include: diligent clear explanation: total rehab' renovation due to __________ which meets current (CABO) building code and local permitting.
Where you have access to the permit records, I insert permit numbers & dates & also the Final Final Permit # & date.

Where abouts in Kentucky ??? Beautiful State!!!
 
Was the foundation inspected following the fire? Fire and the resulting heat damage can be easily identified in wood, but not so easily in concrete, metal, steel, etc. While fire causes obvious damage, the heat can cause concrete to dry out and possibly weaken mortar joints and/or the block. The molecular makeup of metal and steel can be changed by intense heat which may result in loss of structural integrity.
 
Very common to use existing concrete foundations after a fire. In some cases the entire house was not damaged by fire and so the Building Departments consider it a rebuild or remodel rather than new construction which saves the owner thousands in new entitlement fees. I would consider it new construction but note the existing foundation had been used. NOTE: I would also make sure the owner or builder had pulled permits with City or County and allowed this. My guess is its perfectly fine. as far as C-1 or C-2 if the property has never been occupied since rebuild i would go C-1 but otherwise a C-2... Good Luck :)
