New construction townhome, CAD indicates land code as C2- Real Vacant Commercial?

Unless it's been declared a condo, a townhouse style attached dwelling is Fee Simple ownership.

If the improvements are already existing then it hardly matters what the underlying zoning is. I doubt if they built this new townhouse illegally. I SUPPOSE it's possible but it's NOT LIKELY.

Go to the simplest explanation first. Residential uses are allowed in that jurisdictions C2 district, the assessor has not changed the use code yet.

All the OP has to do is call the planning department (or look it up on-line) and get the allowed or permitted uses and call the assessor and find out why it still says "vacant."

It's pretty common that multi-family developments are built on commercially zoned lands. You're appraising an SFR which is within the scope of practice for a certified residential appraiser.
I would find out why the zoning allows for a townhouse? Go to the planning board and see if the zoning hasn't been modified. I see no reason why a Res appraiser could not do a townhouse regardless the zoning.

FTR... My assumption is that the improvements are already built and they consist of a one unit, attached SFR.

If you think zoning has no impact on value......well seriously,

call your doctor and have them adjust your medications because they obviously are causing you hallucinations.

I strongly recommend a couple of eight hour continuing education classes on basic real estate law as taught to real estate brokers. You should find some and take them as soon as possible.

Didn't they tell you that in appraisal school that all residential property is fee simple until leased?

That was class right after appraisers don't have to comply with USPAP if there is box to check.
