IMO, you have a negative in terms of site utility (severe slope), increased cost due to foundation costs. Hopefully the appraiser can recognize this. However, it comes down to ‘do you want this home on this site’?

Sounds as though the slope has caused an engineering challenge for building on the site which is resolved with a crawlspace, possibly for the way the footings are anchored to give the foundation a proper bed.
I agree with several of the other posters. A sloped site is the issue. You may have less usable land and utility, but is offset by a view. Hopefully, the land was purchased or allocated with a lower price in anticipation of the building challenges.
In the end, it is the utility of the property. Are there other properties with similar views, but did not require additional building costs caused by challenges in topography? If there are, what did they sell for? What would your house have to offer that another house with similar utility offers with the only difference being a crawlspace?
I guess the crawlspace, if it has a concrete floor, could be utilized for additional storage. You would need a mechanics back-roller (known as a creeper) to move around under the house. I knew of a house that had only a crawlspace with a concrete floor. Their kids would play crawlspace-hockey on their backs and crab crawl around the space on their mechanics creepers. They also used them to move boxes for storage under the house. It was quite ingenious and I borrowed a creeper myself to inspect the crawlspace. Mostly cause I just wanted to zip around on my back in the crawlspace. It was kind fun. Sorry, I digressed a bit. If had a bit too many snacks and am all sugared up.
