No 433 A On Title

It doesn't matter if the foundation is a 16 ton mass of concrete, wood pallets, or steel piers and rubber bands. A permanent foundation is a matter of what the local controlling authorities say is a permanent foundation. and they say it by inspecting the foundation and issuing a recorded 433A.

I would describe the foundation and check the box no for permanent foundation and explain that too. Otherwise your company has made a land loan. It that is fine with them, it would be fine with me.

California taxes the improvements from the day it is installed, whether or not a 433A is ever issued.

I don't know what the problem is. The homeowner can get a 433A recorded in a day or two and it probably costs less than $20.
 
Check the box for "subject to the following required inspection based on the extraordinary assumption that the condition or deficiency does not require alteration or repair". Then it becomes the underwriter's responsibility to decide whether to have the 433A filed/recorded or not.

Refresh my memory of California items--the 433A is the process of inspection of the foundation by a government inspector to determine if it has been installed to local and state requirements? And the 433B is the purging of the title so the home can be taxed as real estate? Or do I have them reversed?
 
The 433A is an application form for the installation of a MH on a permanent foundation. It is presented to the local planning and building department who then sends an inspector to the site. The inspector complete the form and signs it (if the foundation meets their local requirements) and then the county or city recorders office records the document and gives it a recordation number. At this point the improvements are legally affixed.

The 433B is a "notice to assessor" that a manufactured home has been installed on a permanent foundation system. It's an old form and I can't recall ever seeing one in a building file. It may not be a requirement for my particular area. Next time I talk to the assessor's office folks I'll make a point to ask about this form.
