In Parts 1-3 of this thread, I described the need for public access to the GSE UCDP XML validation tool for the entire Appraisal User Community members.
Some of the GSE's privileged vendors (who do have GSE access and support) claimed that the GSE spec's were sufficient and no integration testing is required for the rest of the Appraisal User Community members. It should be noted that the GSE's privileged appraisal sw vendors refuse to follow their claims for the rest of the Appraisal User Community members and limit themselves to the GSE specs.
As an analogy, consider the highly publicized issues with the Obamacare web site. Ignore the good vs bad arguments for Obamacare and concentrate on the technical issues related to the creation of the web site. It has been disclosed that there was inadequate testing throughout the web site and the system. Much of the web site failure is blamed on the lack of testing. This is another example illustrating the need for testing, especially integration testing when there are different parties involved in the development.
According to the GSE's and their privileged appraisal sw vendors who have GSE access and support, testing is not required. The spec documents are sufficient for compliance. The highly publicized Obamacare web site fiasco illustrates this is not true.
The Obamacare and the GSE's UCDP managers appear to have the same mentality (and political bs): "Do as I say but it does not apply to me."
All sw development methodologies include testing, especially when other parties are involved. If you don't believe me, then search the web.

Furthermore, it is disgusting for GSE Director Robert Murphy to claim Appraisals are not complying with the GSE requirements when the GSE's refuse to make their validation tools publicly available to the Appraisal User Community members to ensure compliance:
