Yes HUD has changed regarding the inspection by an engineer. The National HOC Reference Guide, Chapter1-9. All manufactured homes must have an inspection of the foundation by a licensed engineer (it does not need to be a structural engineer for the on site inspection). The design for the foundation done by the manufacturer is by a structural engineer and the plans are provided to the home buyer, which a licensed install should follow or the homes warranty would be voided. Whatever government official (county, city, state) that does the inspection should also be comparing the design by the manufacturer to what is actually constructed. The other change is if the HUD label on the exterior can't be found or is obstructed, the appraiser provides as much information as possible from the data plate (if still inside the home) and/or ownership records to the underwriter and then becomes the underwriter's responsibility to verify that the home was constructed to the 1976 or later HUD building code. The reference guide over rides some of the requirements in the 4150.2.
