Overpaid CA quarterly tax

I was looking at my checking account and realized I already paid this year's quarterly tax for CA in full early this year.
Few weeks ago, I got a letter indicating to pay the tax and penalty because I thought I didn't pay it.
And I paid it with the penalty. Ugh.
Hope CA franchise tax board realizes the mistake and send me back a refund.

Today I spend half an hour listening to an automated menu. I couldn't get through to a human.
Then I went online and had long wait to chat with a rep.
Rep couldn't give me an answer. Told me to call the automated menu number.
I'll try again tomorrow.
Newsom, why don't you fix your State"s bureaucratic agencies for better service?

It's the CA franchise tax board agency.
Wished DOGE would shake up that agency to be more efficient.
