ParkMobile in a residential street small town?

No, sorry for the confusion. Residents can park on either side of the street with their permit. We pay for it @ yearly cost of $20. ONE side of the street also has "3 hour parking" (free) for anyone. So, non-residents can park on that side for up to 3 hours and residents (w/ permits) can also park on that side (and the other as well). So, only non-residents will have to pay ParkMobile. It's really the inclusion of a metered-type system on the residential street along with those signs that are concerning residents AND as the ParkMobile app does direct people "where to park...spaces available"....we believe it
WILL bring many more to park on our street and after 6:00 no enforcement so cars can just stay, hang out for dinner later , etc. and eat up the available spaces. As it is, we don't get many that park on the street in those 3 hour spaces that are free. Not sure if they are not reading the signs correctly and think entire street is PERMIT only. ? However, ParkMobile just brings things that are not positives in our mind.
 
People don't use parkmobile like that. Nobody uses the app to find a parking space. People just use it to pay for parking. It's not going to bring more people to your street.

So residents with permits don't have to pay ParkMobile. Wouldn't that benefit the residents on the street since outsiders will have to leave with time limits.
When I was staying at a hotel in Santa Cruz, instead of paying for hotel garage parking, I parked on the nearby residential street for free. I doubt the residents living on that street liked me parking there overnight.
