Particle board interior finish

From the property I inspected yesterday. The walls and ceiling were all particle board (OSB?), unifinished directly from the lumber company (no sealer or other finish).

Weird but is interesting. What does everyone think?

See it quite often these parts...not that I like it mind you. Substandard and a fire hazard as far as I am concerned.
 
Wow, never seen anything like it. most likely very illegal.
 
Substandard, unfinished, ugly, and flamable.
 
I asked "Bob" the County building inspector if this was a problem or a code violation and he said: "No, not at all."
 
I guess you don't get many fires in California.
 
More expensive than sheetrock and paint.
 
The image shows OSB (Oriented Strand Board), which is not the same as particle board.
