Patios/Decks Covered and Uncovered

Thanks for your opinions. I am well aware that this is a requirement now but no one ever called for it before. I will call uncovered patios open and covered ones covered from now on. There is nothing wrong with questioning those in power instead of just sitting idly by and accepting things without thought (kinda like everyone accepting the stimulus package). I just wondered if anyone had any real insight into the matter. IMO it is not a real value issue in my markets and it is most obvious when looking at photographs of the subject property what type of patio or deck is there in most cases.
 
I think it is a silly requirement too. But, it is what it is and has been for a very long time.
