As is the answer to so many questions, this one is simple. SCOPE. Establish a scope of the assignment with your client. If they are good with the old effective date, great. If not, then a new effective date (and inspection) is required. It is NOT up to you. It is what YOU and your CLIENT agree is the scope of the assignment...
