Physical Inspections-USPAP ?

Do the users of appraisals have the right to establish their own appraisal policy overlays (beyond the minimums in USPAP) or not? Do they have the right to ask their own questions and expect the appraiser to answer those questions? Or not?

Not just the lenders or the GSEs, but users of all types. There are certain legal restrictions such as fair housing laws which supercede some of these questions but those issues are not part of the discussion of what is/isn't an appraisal.
When they are relying on taxpayer money to back the loans, which keeps them in business, then NO. It is not just what they want. While the banks do not have a mission of public trust, the GSEs do have a Congress-chartered obligation to the public trust. And the GSEs dictate to lenders what will and will not be accepted.

If they were using their own money, then yes, they could do whatever they want.

it is like putting a kid in a room with epstien...and thinking nothing happened :rof:
The covering for each other for decades and the plausible deniability of the Catholic priest pedophiles, imo, is a better comparison. Big institutions that abuse the trust in their authority can mask many sins.

we can always call the ivpi hotline if there is a problem...

it is in the bible...'do not be deceived...bad company corrupts good morals' :rof:

Of course they can make suggestions, but the folks who are tasked with protecting the public trust when it comes to writing a book on standards, morals and ethics on appraisals, must have the backbone to say no.

Deciding to delete AO 31 because certain groups wanted it gone and then having the arrogance to say it was deleted because it was “wrong “ is really something else.

  • Significant Appraisal Assistance: Anyone who provides significant appraisal or appraisal review assistance must either sign the certification or be explicitly named in the certification. [1, 2]
  • Examples of Significant Assistance:
    • Researching and selecting comparable properties/data
    • Inspecting the subject property or comparable properties
    • Estimating accrued depreciation
    • Forecasting income and expenses [1]
I always recommend appraisers follow USPAP. What version of it is anybody's guess. Depends who cuts the biggest check every 2 years it seems? :rof:

Leadership in this profession is an embarrassment.
Where do you find a definition of "real property appraisal assistance" or "appraisal assistance" in USPAP?

Check out the index. Depends on the version of the dozen or so Books they forced you to buy.

AO-31 and related guidance explain that "appraisal assistance" means a contribution that is related to the appraisal process or requires appraiser competency (such as inspecting the property or analyzing comparables), whereas routine clerical tasks or non-appraiser data collection do not count as significant appraisal assistance.

just like a snake oil salesman...talking from both side of their forked tongue mouths :rof:
