Post and Beam houses can vary substantially but typically they run (locally) about 10%-15% less than a conventional equal quality home. We have a couple of builders in my area that specialize in them. And you can find the cost estimates sometimes on line from builders.

The poles are erected in the ground, a floating slab is poured and the walls are filled in like normal and can be bricked on the outside if you pour a footing for them.
A lot of these are metal siding or simple plywood sheets. But some are bricked. And I only know the one below is what it is because the owner runs a company that builds these and this is his own home. They pretty much are no different from a low slab house. Footing detail on one that has a stem wall. (This is actually a barn but they do much the same thing with a slab) -
