Pool Help!

Im doing an FHA appraisal on a bank owned vacant pool home. The open pool has not been running for months however the pool pumps is running properly. The pool needs a good cleaning. What are my HUD pool requirements regarding comments, inspections, repairs, etc..?

A pool cleaning costs $50-100, according to local pool service comps.

It seems that it would be cosmetic and not one of the 3S's. Adjust for it in the SCA if there is any market reaction.
