Are any appraisers being told to use positive time adjustments from lenders?
 
Told or asked if they may be appropriate?

I have not been asked or told. But I make them when the data indicates they are appropriate.
I have yet to have been told not to do so.
 
Ii have been making postive time adjustments for years now. The market has increased substantially since 2012 so why would one not use time adjustments unless they work in an area of all very recent sales. My sales are many times 6-12 months old. My county appreciated 11% last year.
