Precast Concrete Panels

I am appraising a house with precast concrete panel exterior walls. There is a soft, pliable caulk joint between them that is a full inch wide. The gap between of all the ones I've seen at other homes were only 1/4" to 5/16" wide.

Have you ever seen precast panel joints that wide?

Yes, but only in commercial construction.
 
Sounds like someone is building a house using commercial techniques. There should be a metal strip between the panels on the inside. I would anticipate some market resistance, but it's definitely going to be a good storm shelter.
