Proper Skirting For FHA Manufactured Home

Everything I've read indicates that lattice skirting is not acceptable for FHA insured financing. The borrower and lender are throwing a fit because he purchased the MH in 2015 with an FHA insured mortgage and the lattice was not flagged by the appraiser or underwriter. I requested guidance from FHA Connection but is there anything I can point to? The underwriter told the lender it was up to the appraiser.

Not going to cut it. See page 528 of 4000.1. Also all FHA manufactured home appraisals are subject to an engineers certification that the foundation meets HUD/FHA Permanent Foundation Guide F.or Manufactured housing.
 
I don't do FHA any longer, but as I understood it even vinyl skirting isn't good enough. It basically has to be wood or something rigid like metal. This is why I stopped doing FHA. Too many rules to keep track of.
 
My County has their own requirements. Generally for FHA references say vinyl skirting is OK, ? Lattice ?, not rodent proof, likely a problem. Research the current FHA (2017 & Newer)code

FHA loans require that all manufactured homes be permanently installed but that has little to do with the skirting material. A manufactured home can be permanently installed and have vinyl skirting. Permanent installation is all about the tie-downs and foundation, not the skirting.
