Provident Funding appraisal requirements, worse than expected

Did the appraiser explain all this in his report in detail? If not I could see the desk reviewer having issues. But then again my PF just made a decision that they wouldn't accept any appraisals not adhering to those strict guidelines even if they don't apply to every hood in the country.
