A Planned Unit Development is private restrictions. A Planned Development is government restrictions.

I agree. PD is a catch-all zoning designation in my area. The developer's plan might include commercial, multi-family, single family attached, detached and/or condominiums. In other words, the planning department wants to see the entire project on paper before allowing any specific use.
