Putting Vinyl over Asbestos

In PA and Ohio many jurisdictions are requirig that you encapsulate it by painting over it....by covering it up and nailing it with anything else you are disturbing it and it thius creating other issues with the EPA.
 
As far as I know, a homeowner can remove all the asbestos they want to, in any manner they want to. It can be disposed in a normal landfill. Professional asbestos abatement companies dispose of it in landfills. I removed asbestos as a summer job in college, not fun.

Well hopefully they have a statute of limitations, most do.

Paint it sounds like a good idea ,for years, unless paint is peeling. House wrap[DuPont.......] should work well, its water proof, but breathable.

The old transite (asbestos) siding was the best siding product ever available in the US. The shake look was ugly as time passed, but it would/will last forever if maintained. If I were a rental owner, I would love to have a bunch of asbestos siding houses with a high end paint like Duration etc properly applied, it would never need painting again in my lifetime.

The closest modern equivalent are the cement fiber products like Hardiplank. Their installation instructions have some rather harsh warnings about breathing the dust when cutting etc. as well.

As far as removing the asbestos siding, I'd rather do that without a mask as install or remove fiberglass insulation (blown or batts) or old blown in cellulose insulation (that may or may not contain asbestos).

FWIW, most folks don't realize that the old "popcorn" ceiling textures had asbestos in it.

"Asbestos" shingles are in fact, cement asbestos similar to hardiplank which substitutes fiberglass for the asbestos. In some states, Mass. for one, you must remediate A/C shingles. BTW, many older waterpipes are A/C construction. Correctly installed with aluminum nails in pre-drilled holes there is virtually no problem in putting them on or during normal life. Taking them off without breaking the shingle is a little tougher. Start from the top. In some (maybe many) states, you can do so legally and dispose of them legally in a landfill. If you put vinyl over them you must drill holes thru the A/C, either to install directly or to attach a nailer board. That will create dust...not a good thing. I would remove them carefully and dispose of them unless in Mass. or a regulated state and I wouldn't touch them. Spray paint over 'em.

I agree that vinyl and / or fiberglass likely is a good future "problem" environmentally. But the gov creates the rules and we play the game of saving the environment.
