The NADA "appraisal" form is a hybrid of sorts. It uses actual sales to vet the depreciated cost of a particular unit in a particular market and then vets the form of sale - a dealer sale, an in-place sale, etc. So while a "cost" approach, it also is a sales approach. Certainly in the absence of comparable sales, I would want to do the cost approach as well using the NADA printout. I believe they actually teach a course on valuing by the NADA method.
