Until Fannie defines "well finished," there is no difference between Q4 and Q3. F the Q ratings. Even the C ratings are ambiguous but the Q ratings are the worst.
Q2 is the most reasonable definition IMO, but based on reviews and the Total comp database nobody uses it. What else would you classify an all-brick, 3,000 sf 2-story with Wolf appliances and tiled baths?
