What part of this is so hard to understand?

Properties with a quality of construction rating of Q6 are eligible for sale to Fannie Mae

Properties with a quality of construction rating of Q6 are eligible for sale to Fannie Mae
What part of Q6 rating indicates that the property is impacted by one or more deficiencies that negatively affect the safety, soundness, or structural integrity of the property" don't you understand? Therefore, since a Q6 DOES indicate that then, like C6, it IS eligible for sale if repaired.
 
and its still Q6.
 

That's a tough one...the house is small but small does not make it 6- the roof actually looks newer and though the siding looks flimsy the house looks professionally built even if low quality...new paint....cant tell what is going on with foundation/front part under house....
I dunno- it still could be a Q5 ? What do you think
 
Would a wild party in a Q3 house alter its quality rating?
