Question for VA Appraisers

This thread has gotten so far off track that it seems to be overlooked that I answered the screen question, definitively, way back on post #17...

IN THE SOUTHEAST REGION, SCREENS ARE REQUIRED BY VA!!

I don't care if they are beautiful screens, new screens, old screens, renovated screens, whether the screens description has been stated, summarized or described, just that

IN THE SOUTHEAST REGION, SCREENS ARE REQUIRED BY VA!!

The contributory value, cost, quality, color, and all else is not salient. It is an MPR requirement. There is a SE Region VA training meeting today in St. Petersburg. I will ask, again.

But are they old or new screens?:rof::rof:

Nobody said the appraiser should describe the prior condition of the subject. The comments refer to the lack of comments and clarity as to the current condition of the property. If the kitchen and baths were remodeled, the appraiser should indicate what was done. Someone might think some new appliances and new coat of paint is a kitchen remodel and possible a " beautiful remodel" at that. It's not hard to say new cabinets, granite slab counter tops etc. The comments should be adequate enough for the reader to determine the quality of the improvements be they new or old.[/quote]

As I said, I agree that the appraiser could have been more descriptive. However, there is a limit to that. Perhaps the appraiser did not know or was not provided with any evidence as to what prior conditions had been, or what had actually been done to the property. And, some appraisers would not necessarily know the difference between some of the items mention such as counter tops and the difference between granite ans some other material. However, even if that were the case he/she could comment on the fact that they appeared to be new and if they were typical or atypical for the market.

A few years ago I did appraisals for an investor who did great rehab jobs on houses. The lender, as was common then, allowed him to choose the appraiser. This investor stripped every property down to it's framework, put in new electrical, plumbing, and quality carpeting, appliances, and a gas pack of gas heat and air conditioning. When I would inspect a property I had already seen that property before it was purchased, when it was stripped to it's framework, and the finished product. Under those conditions you bet I included lot's of additional information. I always knew that when I inspected a property that I was going to appraise, the investor would have 3 or more houses he would want me to look at that day. But, that is not the case in every appraisal. The detail contained in those reports would have been considerably different if I had never seen the properties before.

Still wait for Incog to send me the report. I assume he has been busy is why I have not received it. I will be out of the office a lot myself today so no rush.
