With that type of heating, the AIR is not warm. It radiates to the object, such as people, carpet, sofas, etc. but NOT to the air. It is not energy efficient as it works in such a way that it can take hours and hours to heat all the objects in a given room. The idea was to leave it on all the time so as to maintain the temperature of the objects rather than trying to heat them up after a cool-down. All that I have known that were installed have been abandoned with more conventional systems retrofitted.

It really is only good for areas that stay cold for long periods of time, like the Sunset and Richmond areas of San Francisco.

Chris - you beat me to it - I also wondered about the breakers! There is usually a separate breaker box for the heat alone - at least around this area, that is the case.

Anyway, its pretty common here with houses from the 60's & 70's and some earlier.
I lived in a house with this type of heat & it can get pretty cold here in Indiana - but it was comfortable. The house was also on a slab - which I hated! There was also a fireplace with insert that we used, so that may have helped the comfort level!
