I would hate to attempt to quantify that before a state board.

I think it would be a lot easier than quantifying an adjustment in front of the state board.

The permit is a regulatory issue. It may, or may not be a value issue depending on the sophistication of buyers and sellers in your market. The issue that is likely to be a value issue, is whether the unpermitted improvement is properly built and acceptable to the market.
