Relocated MH still kills FHA loans?

I have done hundreds of FHA MH's and have never heard the restriction on never having been moved. I just briefly re-read 4150.2 app D, and could find no such reference. Can someone tell me where I can find this?

-what if it is a new, never titled home which sat on a sales lot for 2 years?
-what if it was owned as personal property for 5 years, with tongue, wheels and axles in place, and then was towed to a new site, permanently installed per FHA guidelines?

Regarding VA, I have been a VA appraiser for 25 years, and although the installation standard for VA is higher (it must have a State of Florida installation certification affixed on the exterior), I have never heard of any restriction for it having been moved from one location to another...

See the 4150.2, chapter 8...

New, never occupied homes that are transported directly from
the manufacturer or directly from the dealership to the site
are eligible for insurance. For an existing manufactured
home, evidence must be provided to verify that the home was
assembled in accordance with the above paragraphs and has
not been moved from its initial installation site.

It's always been there.

I have a more intersting question. Just exactly what the hell is the problem with a MH being moved to a different location than the one it was originally placed in anyway if it is professionally done?

Just another one of those pesky FHA quirks.

Despite the old term "mobile home" they were never designed to be moved from site to site and once set and the work done to close them up and finish the installation they should not be moved.

It has to do with metal fatigue and the way manufactured home frames are cambered in the factory. Buy me a few beers and I'll 'splain it to you in detail.

UPDATE: It had been over 48 hours since inspection so the lender started b!tching about getting the appraisal. I sent it in with disclosures about the home being moved all over the report and even included a picture of the Oregon Building Codes Dept sticker on the breaker box which lists its original set up location and date.

Got paid and just today recieved an order for a CIR as I also called for the missing roof shingles to be replaced. Can DEUs wave the no move rule?
