Sounds like you need to do a discounted cash flow analysis versus capitalizing income.
 
Thanks. My experience has also been that the owner must request this from DHCR or an individual tenant for just their own apartment. Has anyone been able to get info from DHCR independently? Is there an freedom of information act or something to get it?

Also, as usual, I didn't receive much in the way of rent roll. 1 year only, so I wanted to do capitalized. I did download all the rent regulationed allowable increases, but each apartment is different (i.e., did the renter renew the lease or was there a vacancy), so projecting rents can be difficult. Still, I am doing for the next year, using data provided by the Rent Guidelines Board published over the spring and summer.

When I finish the report, I will post links for posterity sake.
