I am appraising an upper end home on 10 acres in the forest that is selling out of an estate. The house is in above average condition, however it does not look like the gutters have been cleaned out for years and are overflowing with dried pine needles. The roof valleys also have a lot of debris collected in them. This is located in the Dry side of Oregon and wildfires have been a constant problem in the forest.

Does this rise to the level of making the appraisal subject to requiring the gutters and roof get cleaned out for a conventional loan?
 
I don't think so, but I would certainly make a point to call it out. Maybe on page 1.
 
Would look at it as a Deferred Maintenance issue, (particularly as you noted regarding forest fires); don't know your area and snowfall track, but would this add to the maintenance scenario ??
In our area, Spring & Fall outdoor maintenance is an issue tended to by most.

if HUD/FHA/VA: yes. the gutters should provide positive drainage.

if conventional: report as-is and let the lender decide if it needs repair
