I personally don't think it needs anything else since there was a handrail already. And a handrail probably isn't going to do much more on the other side, perhaps guard rails would be in order. Though I could see how someone could potentially fall if they were a little inebriated...lol. This is one of those times were it's not so clear cut and I can understand both sides of it.
Basically, the underwriter (not so subtly hinting) wants it done but wants the appraiser to state it needs done. I've also found they often require every single thing complete (even minor cosmetic items) if it's mentioned in the appraisal. Which, of course, ticks off Realtors and buyers and sellers. Underwriters are the worst.
