As Steve mentioned, why doesnt the AARO become that "umbrella" and fight this with litigation?

Being a GSE, who has oversight of Fannie? Who has oversight of the Appraisal Subcommittee? That could be another direction.

AARO exists to improve the administration and enforcement of real estate appraisal laws in member jurisdictions. Even if had standing to sue Fannie and had an interest in doing so, it does not have the assets to either initiate or support the litigation.
