This was a full 1004 as a second. It's a townhouse if that means anything.

Rule still aply about it coming in lower, or could it very well come in at contract?

Hi, Wouldn't the market...be your answer.. not the folks on the AP? Be mindful of...What if the other app ...was wrong or the market has changed since...? What if your opinion and his/her differs? IF a recent appraisal was completed, the other report may have the very same comparables you choose. The lender may also be looking for ...consistency. As an Example: Relo reports are very likely to have more than 2 assignments ordered w/i days and the reviewer looks for inconistencies and wants to know why you did or didn't...
2055 Form reports are to be completed "as in average condition" since the app is not typically aware of what is inside the walls or even the rear of the dwelling...it has a built-in conservative assignment request of "average". Average is average (if market is) until you are in a market where ...to sell homeowners have to improve or renovate OR put in marketable conditions, so the subject's 'as is' average condition may require a non-bracketing adjustment...the market is the/your answer.
