Second Parcel

Don't they already have a report like the above? If they do there will be 3 versions of the report out there. 2 of them identical with the exception of the report date

I would start talking in terms of additional fees, like a second "whole" fee. That tends to crystalize (or start) their thinking and they usually figure out what to do for themselves when you won't donate to their cause!
 
Yes back to only one parcel on the report removing all the verbiage on the second.
Annoying, but you can comment that the verbiage regarding a second parcel no longer applies ( and explain)
or ask them to issue it as a new assignment because regardless of the fact that in FHA the second parcel receives no value, your client keeps changing the physical components of the subject -

But they already have a report without the second parcel. I would never issue 2 identical reports with same effective date and 2 different report dates, Why would you.

The reports will not be identical - the second report will disclose that there was a change on X date when client wanted the second parel included, now that has been removed.

However, it seems cleaner if the client just issued it as new assignment - which should have happened the first time when they wanted a second parcel included -

The client sounds like an A** and they are trying to get free work done - this should be a new assignment, ideally, but it should have been a new assignment the first time they changed the physical characteristic of a property to include a second lot ( regardless that the value stayed the same due to the FHA HC of not including the second lot value )

They already have a report with only one parcel. If the OP issues a third report with only the one parcel. They will be identical except for the report date.

It is an FHA report. If the lender has not uploaded an appraisal to the portal. It should not be an issue

In addition to a new report date, the reports should not be identical. There was a change made of a parcel added to the appraisal and then later removed - thus a new third report date - that should be disclosed IMO.
