Ok,

open new report
click 2-4 unit res field review
click on FA4-3x5.RPT then OK

put in "Test" in a few lines

Now click on file and save as skeleton

type in "test" for the file name, hit save.

Click ok on the next box.

should be good to go. That's the process.

Re-Order Forms?

Ok,

Let me guess, the only way to re-order the forms, for example, put the title page in front is when doing the PDF printing procedure?

Is there another way to re-order the addenda?
 
Again...not sure what you mean. You need to say exactly what you're trying to do and exactly what's happening. I've never had to re-order forms and don't know what that means. If you have the software, you have all the forms available.

The skeleton has nothing to do with what pages you want in the report. That is created in the print scheme. (use enable toner saver, btw). You put the pages in order the way you want the report and save it under the name that describes it.
Remember, most clients want XML files now (which have a pdf embedded). You find that print option under the "Orders" tab. hit Create MISMO XML
