Don't do anything. If it comes to it, a gallon of diesel fuel and a bic lighter are under $5 bucks.
 
Years ago I came across a similar situation. I generally do not give sheds contributory value in my reports. The shed in question had some peeling paint and other issues, and I called the VA regional office about it. They basically said, just because I don't give value to the shed does not mean that some child would not be able to go back there and eat some lead paint off the siding and cut some body parts on broken windows of that shed. I got it - all sheds I inspect must meet MPRs, regardless if value is attributed or not.

While were on the exterior stuff that usually has not much value, if at all. Wooden Picket Fences? Do we require paint/cover or not?
The last time I painted my little 3 1/2' high fence around a garden (rabbit/deer deterent with some chicken wire like stuff up to 2 1/2')
it took almost an entire day and 5 gallons of stain/paint. It's 20 yards away for the dwelling. No one is going to crawl, toddle or be left
alone to ingest pealing paint.
Photo, mention in report, make no conditions and move on????? Yes

No Fritz, in my opinion. I don't generally value fences either, but any detached/attached structure, or wooden fences, on the subject site which has deficient (peeling) paint will need to be scraped and re-painted, according to past Cleveland staff comments to me. I have requested dozens of fences to be re-painted over the past decade(s), and included photos in the report to document. Your child may not eat the peeling paint on your fence, but a neighbor's kid may come over and eat the paint chips. They call this act an "attractive nuisance" in the insurance world.
 
I am an FHA appraiser but not a VA appraiser. I understand that VA requirements track along the lines of VA. For FHA, peeling paint does not have to be removed if 1.) the property was constructed after 1978 (you say it was) and 2.) the extent of the-peeling paint is such that integrity against the elements is not compromised (too much bare wood so weather will rot it).

In terms of condition, it can stay as long as there are no safety issues. Is it in danger of falling down? If there is a loft, are the stairs and floor safe? Is the electrical system substandard?

Again, disclaimer. If any VA appraisers say the above is not true for VA, go with that.
