Actually, a good geomorphologist might have discovered past similar floods by an investigation into the past landforms and soil/rock layers. There are many valleys where the valley obviously was created by erosion, and the most erosion occurs during flood events. Obviously, the incentive, the cost or/and prescience to investigate for such a possibility means few such places could be accurately determined in the current state. What you might see in the future is an assessment of this singular event with the goal of addressing some 500- or 1,000-year flood occurrence. Research money to university and/or engineering firms might conclude such floods were previously occurring in the past. It's just that no one has been around to document such floods. It's like the 200-year drought and the 75-year droughts of the first millennia in North America - particularly in the SW and Texas. They happened once. They can happen again.No one could have seen this coming, no one.
