Split parcel between 2 counties with different zoning.

8,500 square feet is almost certainly not enough land for developing a heavy industrial use. Residential land is almost always more valuable on a $/sf than industrial land. I would say that the portion across the county line from the improved side is just surplus land with no separate highest and best use.

I think this is just a matter of describing the situation and valuing as a residential property with some surplus land that may or may not contribute additional value.

We had a recent situation where and industrial land was right next residential land, and the industrial land use was changed to residential condominiums. Handling these mixed use situations is very dependent on what is permitted by zoning and the immediate surrounding area. Properties like this may also be suited to residential/general community facilities, which may be permitted in both of these zones (or by special exception permit).
