The whole premise of tax the rich is based on the presumption that the rich have no alternative but to submit because they can't move. That presumption is currently being overtaken by events.

Water seeks its own level. Wealth seeks its own ROI. And WRT taxation and regulation is loyal only to opportunity, not locale.
